Home Health Aide Registry Regulation Effective Today

The law to establish the Home Care Registry (HCR), a Web-based registry of all personal care and home health aides who have successfully completed an approved training program goes into effect TODAY. To help training programs and home health providers comply with the new regulation, the Department of Health (DOH) issued a list of Frequently Asked Questions and a Dear Administrator letter (DAL) of preliminary guidance on the registry. Both documents are posted on the Health Provider Network and provided as an attachment at the bottom of this screen. 

In the DAL, the department clarifies that the registry does not affect the ability of home health aide trainees to complete the supervised practical training in a patient care setting. Home health aide trainees must continue to demonstrate their skills on patients in the home or other appropriate health care setting under supervision for the required eight hours. Authorized training activities are not considered to be “services” requiring listing on the registry.
