LeadingAge NY Writes to Governor on Priority Legislation

(Updated Oct. 21, 2025) During the 2025 Legislative Session, approximately 10 top-priority bills relevant to the LeadingAge NY membership were passed by the Legislature. LeadingAge NY supported or was neutral on the majority of these bills, with only three bills that we oppose being passed.

As a reminder, bills passed by both houses of the Legislature must be signed by the Governor to become law. The Governor also has the option to work with the Legislature to amend bills or reject them with a veto. Once a bill is delivered, the Governor has 10 days to act.

As of this writing, three of LeadingAge NY’s top-priority bills have been delivered and acted upon by the Governor. Members can find a short review of priority bills passed by both houses, LeadingAge NY positions, letters to the Governor, and Governor actions below:

Bills Approved and Signed by Governor:

  1. Assisted Living Program (ALP) Medical Evaluations – Advocacy Win!

Bills Vetoed by Governor:

  1. Nursing Home Mandated Morgues – Advocacy Win!
  2. Upstate Collaborative to Improve Nursing Home Efficiency, Reduce Avoidable Hospitalizations, Guarantee Access, and Yield Area-Wide Performance Improvement (CINERGY)
    • Letter to Governor in Support (sent twice)
    • Vetoed Oct. 17, 2025
    • LeadingAge NY spoke out publicly in support of this bill and is disappointed that it was vetoed. We will work with members to pursue alternative paths forward for this initiative.

Bills Awaiting Delivery/Not Yet Acted Upon:

  1. Wrongful Death Claims
  2. Continuing Care Retirement Community (CCRC) Revitalization
  3. Prohibition of Establishment of For-Profit Hospice
  4. Trapped at Work Act
  5. Home Care Worker Wage Parity (A.5115 (Stern)/S.674 (Martinez)) – Support
  6. Study of Veterans' Health Care (A.5155 (Stern)/S.7129 (Martinez)) – Support
  7. Medical Aid in Dying (A.136 (Paulin)/S.138 (Hoylman-Sigal)) – Neutral
  8. Violence Prevention Protection Program (A.203-B (Cruz)/S.5294-B (Sepulveda)) – Neutral to B-print

LeadingAge NY has been actively communicating with the Governor’s office and the Department of Health (DOH) with our positions on these pieces of legislation. So far, we have sent seven formal letters to the Governor on bills. Please note that LeadingAge NY provided a comprehensive bill summary at the conclusion of this year's legislative session. That comprehensive list of bills passed by the Legislature in 2025 and bills that failed to advance is available for members only here.
