LeadingAge NY Writes to Governor on Priority Legislation

(Sept. 30, 2025) During the 2025 Legislative Session, approximately 10 top-priority bills relevant to the LeadingAge NY membership were passed by the Legislature. LeadingAge NY supported or was neutral on the majority of these bills, with only two bills that we opposed being passed.

As a reminder, bills passed by both houses of the Legislature must be signed by the Governor to become law. The Governor also has the option to work with the Legislature to amend bills or reject them with a veto. Once a bill is delivered, the Governor has 10 days to act. As of this writing, none of LeadingAge NY’s top-priority bills have been delivered for action.

Although the bills most relevant to our membership have not yet been delivered for action, LeadingAge NY has been actively communicating with the Governor’s office and the Department of Health (DOH) with our positions on these pieces of legislation. So far, we have sent six formal letters to the Governor on bills, and we encourage members to join us in advocacy as we await Governor action.

  5. Upstate Collaborative to Improve Nursing Home Efficiency, Reduce Avoidable Hospitalizations, Guarantee Access, and Yield Area-Wide Performance Improvement (CINERGY)​​​​​​​
  6. Prohibition of Establishment of For-Profit Hospice
  7. Home Care Worker Wage Parity (A.5115 (Stern)/S.674 (Martinez)) – Support
  8. Study of Veterans' Health Care (A.5155 (Stern)/S.7129 (Martinez)) – Support
  9. Medical Aid in Dying (A.136 (Paulin)/S.138 (Hoylman-Sigal)) – Neutral
  10. Violence Prevention Protection Program (A.203-B (Cruz)/S.5294-B (Sepulveda)) – Neutral to B-print
