DSRIP Weekly Update-Aug. 11, 2015
This week, DOH issued a proposal to align state and federal reform efforts, updated the Year 1 timeline, and provided some information about the DSRIP learning symposium in Sept. Meanwhile, LeadingAge New York's counsel developed guidance for members participating in Performing Provider System (PPS) regarding Office of Medciaid Inspector General (OMIG) compliance requirements.
Capital Restructuring Financing Program RFA Re-Opened
DOH has re-opened the Capital Restructuring Financing Program (CRFP) Request for Applications (RFA) to allow applicants that were disqualified to remedy technical issues. In addition, new applicants can submit applications, and applicants that were not disqualified can take the opportunity to update their application. Click here for more information.
DSRIP OMIG Compliance Guide
LeadingAge New York’s counsel, Hinman Straub, prepared a DSRIP OMIG Compliance Guide to aid members participating in a PPS to navigate the complexities of participating in two concurrent compliance plans. It is anticipated that PPS providers will soon be receiving partnering provider agreements and compliance information from your PPS leads with contractual language. DSRIP Learning Symposium
DOH has posted additional information regarding the DSRIP Learning Symposium, which is scheduled for Sept. 17-18, 2015 at the Hilton Westchester in Rye Brook, NY. The purpose of the symposium is to enhance collaboration, share best practices, and provide a forum for PPS’s to discuss key issues with DOH. Click here for more information.
Proposal to Align Payment Reform Initiatives Available for Comment
DOH has posted a proposal to align Medicare and NYS Medicaid reform initiatives for public comment. The Draft Medicare Alignment Paper presents an approach to align Centers for Medicare and Medicaid Services (CMS) payment reform efforts for Medicare to the NYS Medicaid Payment Reform Roadmap. The proposal will be further developed with the input of the Value Based Payment (VBP) Workgroup and other stakeholders. LeadingAge NY is a member of the VBP workgroup. Comments on the proposal should be submitted to dsrip@health.ny.gov by 3:00 PM on Aug. 31, 2015. Click here to access the proposal.
DSRIP Year 1 Timeline Updated
The DSRIP Year 1 Timeline has been updated to reflect the following changes:
- The extension for submission, review and approval of the PPS First Quarterly Reports and Domain 1 (revised) and Project Implementation Plans;
- NYS Value Based Payment Roadmap was approved by CMS on July 22; and,
- The Draft Medicare Alignment Paper is available for public comment through Aug. 31.

Below are some brief updates, with more details anticipated in the near future. We will keep members posted as we learn more!
- The anticipated award announcements for the Capital Restructuring Financing Program (CRFP) is now October or November.
- There will be a meeting for the PPS leads this week in NYC. Attribution calculations and baseline measures for each project are among the items on the agenda.
- All PPSs have submitted their project implementation plans; most have been accepted though a few were incomplete. DOH will post the plans on the DSRIP website, once all are complete.
