Capital Restructuring Financing Program RFA Re-Opened Until Aug. 31, 2015

LeadingAge New York is pleased to report that DOH has re-opened the Capital Restructuring Financing Program (CRFP) Request for Applications (RFA) from Aug. 11 to Aug. 31, 2015.  This re-opening will allow applicants that were disqualified for technical and process-related requirements to remedy the issues. LeadingAge NY had advocated for this opportunity upon learning that members have been disqualified for technical reasons unrelated to the substance of the application. It is critical that members planning to take advantage of this opportunity review the Instructions to Applicants on Resubmission carefully.

A common issue relates the Grants Gateway process; all applicants classified as not-for-profit organizations must adhere to all Grants Gateway prequalification requirements as directed in Section IV (G) of the RFA.  If your organization is classified as not-for-profit and you are submitting or resubmitting an application in response to this RFA, ensure that your organization has a prequalified status in the Grants Gateway on the due date of this RFA.

According to the DOH notice, applicants that received a disqualification letter in late June MUST resubmit their proposal during this time period in order to be considered for funding. This will be required of all disqualified applicants, including those that responded to the original disqualification letter or the subsequent follow-up letter from the Department with appeal information. It is the applicant’s responsibility to take any steps necessary to remedy the situation that prevented their application from qualifying. The requirements of the solicitation will remain unchanged and all applications received during this re-opening of the RFA will be subject to the same review process.  There have been no changes to the application form or attachments.   

It is important to note that existing qualified applicants may elect to resubmit their proposals with revisions to replace the proposal currently under review, and new applications can also be submitted. Additionally, PPS Leads with new Process A applications must also resubmit a revised Process A Cover Summary Form by Aug. 31. 2015.
