2020 Medicare Advantage Learning Collaborative

The National Council on Aging (NCOA) is partnering with the Aging and Disability Business Institute at the National Association for Area Agencies on Aging (n4a) to host the Medicare Advantage Learning Collaborative (MALC). This collaborative is intended to provide community-based organizations with the knowledge and skills to pursue partnerships and contracts with Medicare Advantage plans for home and community-based services and supports. Participating organizations (non-profit or government only) will benefit from targeted technical assistance, a peer learning network, and a platform to share learnings. Up to twelve organizations will be selected to participate in this six-month long commitment. The application is due Friday, Dec. 13th.

In keeping with rate notification rules, the Department of Health (DOH) has posted January 2020 nursing home and Adult Day Health Care (ADHC) Medicaid notice rates on the Health Commerce System (HCS). To access them, navigate to the Healthcare Financial Data Gateway section of the HCS. For homes that requested a correction to their original 2020 capital calculation, the capital rate sheet is accompanied by a form that indicates that the requested correction was either approved, denied, adjusted by DOH, or requires additional information. Any additional information required should be submitted by Nov. 15th. The Dear Administrator Letter (DAL) announcing the posting is available here. ADHC providers should be aware that the 1.5 percent healthcare transformation add-on is not reflected in the rate sheet but is and will be paid out at the current calculation until Nov. 2022. The Department of Health (DOH) has issued its annual Health Advisory – Influenza Surveillance and Reporting Requirements for all health care providers, including ADHC, clinical laboratories, hospitals, long term care facilities, health care facilities, and local health departments. The document delineates the types of influenza to be reported, including who should report and how to do so. DOH started its influenza surveillance on Sept. 29, 2019 and will continue through the week ending May 16, 2020. Please review this document for the appropriate protocols.

 

The Department of Health (DOH) has issued a new directive to all Uniform Assessment System for New York (UAS-NY) users announcing weekly scheduled maintenance outages in the UAS-NY Training Environment. The directive also provides information regarding a “Test Drive” version of the UAS-NY, which is designed to allow users to practice conducting assessments in a safe environment that is nearly identical to the production version of the UAS-NY. Test Drive has recently been populated with 2,600 new simulated consumer records for practice use.
