DSRIP Weekly Update-Dec.16, 2014

As Performing Provider System (PPS) leads scramble to complete their Delivery System Reform Incentive Payment (DSRIP) program applications, due Dec. 22, LeadingAge New York was also toiling away to provide members with resources to make the regulatory waiver requests a bit simpler. The Department of Health (DOH) also clarified that there will be another opportunity to join a PPS.

Resources for Members to Request Regulatory Waivers and Other Reform

LeadingAge NY developed concepts for regulatory waivers that could support DSRIP objectives, based on input from members. The document provides specific concepts, relation to DSRIP objectives and regulatory or statutory reference. It is intended to be used by members engaged in DSRIP Performing Provider Systems (PPS) for inclusion in the lead organizational application, due Dec. 22, 2014. If approved by DOH, the waiver would be specific to the project and limited to the life of the project. The hope is that this will help you as your lead organizations finalize applications for your PPS. We will also providing more in-depth policy recommendations to DOH. You Can Still Join a PPS, But....

DOH announced at a recent meeting that providers will have an opportunity to join PPS networks in the Spring, after the application deadline, but before “Year 1” of the initiative, which begins April 1, 2015. It is important to note, however, that joining a PPS at this juncture will not affect a PPS project valuation. This means that any "lives" the provider brings to the project will not be considered in the calculation of the value of the project, which is factored into calculation of incentive payment to the PPS.

New York Presents DSRIP as a Model for Other States

The Center for Health Care Strategies hosted a webinar New York's DSRIP Program: A Model for Reforming the Medicaid Delivery System. The program provided an overview on DSRIP, which was geared to those who are not intimately familiar with New York State’s program. Click here to access the slides. 

Final Tips from DOH to Perfect DSRIP Application 

DOH provided a resource, “Final Tips before December 22nd” for DSRIP Applications” video, which can be viewed here. The purpose is to offer some suggestions to the PPSs before Project Plan Applications are due. The video covers issues like perfecting scale and speed, engaging the entire network, demonstrating a thoughtful process for including workforce and cultural competence strategies and integrating behavioral health and primary care.
