DSRIP Weekly Update-Dec. 2, 2014

We're thankful for a relatively quiet week for our members that are engaged in the Delivery System Reform Incentive Payment (DSRIP) program. Perhaps the lull gave you an opportunity to enjoy time with friends and families, and take a moment to reflect. More than likely, you are back to work finalizing the many details that must be attended to in the home stretch to the application due date.

Final Attribution and Related DOH Analysis

The Department of Health (DOH) delayed final Attribution for Valuation until Mon., Dec. 1, 2014 at 4 p.m. Performing Provider Systems (PPS) leads should get initial results of Final Attribution for Valuation by Wed., Dec. 10.

According to a DOH letter to PPS leads, there was some concern that some PPS did not have the proper documentation for provider participation. DOH sent out guidance to PPSs on Nov. 24, including a statewide list of all the providers that are included in more than one PPS network ("duplicate provider report"). This information was shared to help pinpoint where clarification might be needed for the purposes of ensuring appropriate attribution. DOH reminded PPS to only include those providers in its network that the PPS has a written agreement partner with for DSRIP.  

Members can be part of more than one PPS, but some PPS have requested exclusivity, asking that the provider be a part of only one PPS. In some cases, being in more than one PPS can affect attribution to the PPS. Members should ensure that they have submitted an attestation for PPS they intend to participate in. 

DOH will conduct an audit of attestations for providers that appear on the duplicate provider reports. If inconsistencies between the PPS partner list in the network and the corresponding partnership attestations are found, the PPS risks losing the member attribution from the partners in question and may be subject to further action from the Office of the Medicaid Inspector General. Once the PPS partner list audit is complete, the State will conduct the final run of Attribution for Valuation in mid-January, and provide the final attribution for valuation later in January.

Capital Restructuring Financing Program (CRFP)

The deadline to submit questions for the CRFP has passed, and it is anticipated that DOH will submit answers on or around Dec. 5, 2014. Members that are interested in applying for capital funding that are partners in a PPS should be talking with their PPS. The PPS must ultimately submit the capital applications for all of its PPS partners, along with a prioritization of the projects. 

The CRFP Request for Applications due date will be extended from the current deadline of Dec. 22 to Feb. 20, 2015. More information, including updated documents, will follow within the next week. 

Members that are not engaged in a PPS can also submit an application through “Process B,” but must also demonstrate how the project will meet the objectives of DSRIP.
