Revised Application for the Balancing Incentive Program (BIP) Initiative

DOH released its revised application to CMS to participate in the federal Balancing Incentive Payment (BIP) Program. The revised application has scaled back the requested dollar amount from $645 million to $598 million. It also scales back the dates in the preliminary work plan and it includes two new sections:

  • Section I, page 25, Conflict Free Case Management
  • Section M, page 27, Data Requirements and Reporting Requirements

Overall, the revised New York BIP application has greater detail with links for additional information. As LeadingAge New York previously reported, under BIP, states who are spending less than 50 percent of their long term care funding on non-institutional care can apply for enhanced federal monies to increase this proportion by implementing three structural changes. In all of the BIP applications, states must outline their intentions to implement the required structural changes, which include creating a No Wrong Door/Single Entry Point system, a statewide core standardized assessment and a conflict-free case management system.
