MLTC Enrollment May be Accelerated and Continuity of Care Policy Extended

During a recent MLTC implementation call, DOH provided updates regarding the governor’s 30-day amendments to the proposed budget, which includes accelerating mandatory enrollment into Managed Long Term Care (MLTC). This proposal will be subject to budget negotiations this month.

DOH also reported on the extension of the continuity of care policy for MLTC plans that are contracting for personal care services in New York City, Nassau, Suffolk and Westchester counties, which sets forth certain contracting and payment requirements, as well as provisions for continuity in the care plan. Click here to view the policy. DOH also reported that:

  • Individuals receiving long term services from Certified Home Health Agencies (CHHAs) will be receiving “announcement letters” soon, notifying them of the requirement to enroll in an MLTC;
  • A request for applications is being prepared for Ombudsman services in MLTC; and
  • The Centers for Medicare and Medicaid Services (CMS) has recommended that New York work off of the Memorandum of Understanding in Ohio for the “duals initiative,” the Fully Integrated Duals Advantage (FIDA).
