DSRIP Weekly Update-Sept. 30, 2014

While there was not a lot of Delivery System Reform Incentive Payment (DSRIP) program news this week, the news is big and the resources are important.

DOH Posts Draft DSRIP PPS Application 

The New York Draft DSRIP Performing Provider System (PPS) Plan Application materials are now available on the DOH DSRIP website and can be viewed here. Included in the materials are the Scoring Guide and information about the Indpendent Assessor evaluation process. The State is required to elicit the input of the stakeholder community, and public comments will be accepted via email at dsripapp@health.ny.gov until Oct. 29, 2014. Members are also encouraged to share your thoughts, concerns or questions with us so that we can convey them in association comments. 

Governance Guide

DOH has issued a new guidance document: "How To’ Guide – Governance," to support DSRIP Performing Provider Systems (PPSs) in putting together a governance model. The guide is prepared by KPMG, the DSRIP Support Team entity and provides three basic models of governance which can be adapted. One key aspect to be addressed in the governance structure is how funding will be distributed among the partners. Each PPS must have some sort of governance structure in place by March 31, 2015.

Regulatory Reform

As we reported last week, DOH has provided guidance on the process that will allow PPSs to request specific regulations waived in order to help implement specific DSRIP projects. This presentation provides guidance to PPSs on every type of regulatory waiver that is permissible and the criteria to qualify for each waiver. It is notable that DOH will consider both State and Federal regulations and statute, opening the door to broad reforms. We encourage members to let us know of other reforms that would support your ability to prevent unnecessary hospitalizations and emergency room visits.
