CMS Developing New MDS-focused Survey Process

CMS is beginning a demonstration project in multiple states to test a new survey process.  The new process was developed after reviewing survey data where the MDS was used to identify problems and poor outcomes.  CMS evaluated over 25,000 deficiencies, and found that approximately one-third of the statements of deficiencies referenced the MDS data or inaccurate MDS data.  The MDS/RAI process is frequently referenced in F-Tag guidance in the State Operations Manual (SOM). 

How CMS will make use of the MDS data in the new process is not fully known.  CMS plans to provide additional information over the coming months as the demonstration project moves forward.  It is anticipated that much of it will focus on accuracy of assessments and risk for negative outcomes.  Meanwhile, facilities should continue to ensure accuracy and completeness of MDS data, including the use of the Care Area Assessments (CAA) for individualized care planning.
