DOH Reconciles Nursing Home 2022 Cash Receipts Assessment Payments

The Department of Health (DOH) has reconciled Cash Receipts Assessments (CRAs) paid by nursing homes in 2022 and has updated the assessment reimbursement amount being paid for fee-for-service claims. EMedNY has been paying the updated CRA rate starting with dates of service in late February. The retroactive adjustment is scheduled to be reflected in Medicaid payment cycle 2429, which has a payment release date of March 27th. The Dear Administrator Letter (DAL) is forthcoming, and backup calculations should be posted to the DOH website shortly. Note that the assessment reimbursement add-on is part of the nursing home benchmark rate, but that add-on is not reconciled. The updated CRA figure is reflected in the April 2023 benchmark rate list, which is the most recent one posted.

We remind members that the 2 percent supplemental payments are scheduled for release next week. There is some concern regarding the calculation used to reconcile the prior year’s distribution. We will keep members informed regarding that issue as we get further clarification from DOH.
