HUD Issues Notice Concerning Service Coordinator Reporting

The following message was sent to HUD owners/operators concerning transitioning Multifamily Housing Service Coordinator and Congregate Housing Services Program (CHSP) grantees to eLOCCS.

"On August 1, 2014, HUD started transitioning all grantees from the Line of Credit Control System (LOCCS)/ Voice Response System (VRS) to the eLOCCS system. The eLOCCS system is accessed through the HUD internet portal called “Secure Systems” and sometimes referred to as the “online systems.”  All grantees are now required to access LOCCS via Secure Systems.  While the functionality of LOCCS has not changed, the previous telephone system will no longer be available. eLOCCS will provide tools to help you effectively manage your grant, such as knowing when reports are due and creating queries as needed.

You will maintain your same LOCCS user id and password.  However, you will also need to create and use a user-id and password for Secure Systems. HUD form-27054 “LOCCS Access Authorization” is still required to establish, change, or terminate user access. 

Effective immediately, all LOCCS approving officials and users must register in Secure Systems.  The approving official must register as the coordinator and users as users.  There are no exceptions to this requirement.  Only those users and/or approving officials who have access to LOCCS should be registered in Secure Systems.  The below documentation provides detailed instructions for you to accomplish this registration process efficiently.  When reading the instructions found in the eLOCCS Registration Guide, please pay close attention to pages 9, 11, and 20 (Appendix A).
