QIVAPP Funding

The Department of Health (DOH) shared with managed care plans a “draft” summary of the disbursement of the last round of the State Fiscal Year (SFY) 2014-15 Quality Incentive /Vital Access Provider Pool (QIVAPP) funds. This draft summary is subject to change pending the results of the IPRO eligibility audit, now in process. LeadingAge New York previously reported that IPRO would be sending a letter to home care agencies that have been identified as being eligible for the second round of QIVAPP monies. The selected home care agencies will be asked to attest to the fact that they are in compliance with QIVAPP eligibility requirements.

On Oct.19th, LeadingAge NY, along with other home care associations, met with DOH and we were informed that all home care providers will be audited by IPRO. During this meeting we asked for clarification on the “draft” summary appeals process, the reconciliation process for overpayments, and the timeframe for disbursing the funds. DOH will be submitting a rate package to the Centers for Medicare and Medicaid Services (CMS) within the next couple of weeks that covers the final distribution of QIVAPP monies. If the dollar distribution changes as a result of the IPRO audit process an amended rate package will need to be submitted to CMS. 

LeadingAge NY continues to advocate for an expedited process and an improved methodology for any possible future QIVAPP funding.
