Final 2015 LTHHCP Rates

DOH posted a Dear Administrator Letter (DAL) on the Health Commerce System (HCS) detailing the 2015 Long Term Home Health Care Program (LTHHCP) "hotline" Medicaid rates. Please log into your HCS account to see your 2015 Medicaid rate computation sheet for the period beginning Jan. 1, 2015. The rates reflect:

  • a zero percent trend factor as per the 2014-15 budget;
  • statewide average cap on administrative and general (A&G) costs of 25.69 percent is based upon the 2013 cost report data;
  • a worker recruitment and retention adjustment of an increase of three percent for those providers who submitted their attestations, pursuant to PHL Section 3614(a);
  • an additional 4.7 percent rate add-on for the recruitment, training and retention (RT&R) adjustment proportionally adjusted based on total annual hours of service to Medicaid patients, pursuant to PHL Section 3614.10;
  • LTHHCP appeals process will be no later than 30 days from receipt of this DAL, which was dated Thurs., April 23. This additional 30 days is only for programs whose rates have been newly affected by the hotline changes. The DAL covers the appeals process; and
  • The DAL states that the 2014 annaul cost report will be available on HCS around Mon., June 1.
