2016 Hotline LTHHCP Rates

The Department of Health (DOH) posted a Dear Administrator Letter (DAL) on the Health Commerce System (HCS) detailing the Long Term Home Health Care Program (LTHHCP) final 2016 “hotline” Medicaid rates. Please log into your HCS account. Some of the additional LTHHCP issues outlined include:

  • again a zero percent trend factor as per the last two budgets;
  • a worker recruitment and retention adjustment of an increase of 3 percent for those LTHHCP providers who submitted their attestations;
  • an additional 4.7 percent rate add-on for the recruitment, training and retention adjustment proportionally adjusted based on total annual hours of service to Medicaid patients for the period of Jan. 1, 2016 through Dec. 31, 2016;
  • the hotline appeals process will be in effect for 30 days from the date the DAL was issued or 30 days from June 2, 2016. This only applies to LTHHCPs whose rates have been newly affected by the hotline changes; and
  • the hotline appeal process is outlined in the DAL.
