The Department of Health (DOH) has issued Cost Report templates and manuals for the Nursing Home Transition and Diversion (NHTD) and Traumatic Brain Injury (TBI) Waiver programs to be used for the 2023/24 reporting years. They are posted online here and here.

There are no changes from the 2022/23 templates other than two new service rate codes added under TBI. Frequently Asked Questions (FAQs) from last year are incorporated into the manual. 

NHTD/TBI Cost Report due dates:

• Calendar Year (CY) Filers – reporting period Jan. 1^st-Dec. 31^st
  • Cost Report due to DOH – April 30^th
  • Cost Report with approved 30-day extension due to DOH – May 31^st
• NYC Fiscal Year (FY) Filers – reporting period July 1^st-June 30^th
  • Cost Report due to DOH – Oct. 31^st
  • Cost Report with approved 30-day extension due to DOH – Nov. 30^th
