DOH Issues DAL on ACF Case Management Requirements

The Department of Health (DOH) issued a Dear Administrator Letter (DAL) reminding Adult Care Facilities (ACFs) of their case management responsibilities. The letter highlights transitioning residents to other services and living arrangements. The letter also notes the responsibility to assist residents in applying for and maintaining entitlement benefits, as well as resources to assist case managers in completing this function. While not specifically mentioned in the DAL, Aid and Attendance is a Veterans’ benefit that can be a resource to help pay for ACF and assisted living services, or services in the community. Case managers should explore this with veterans and spouses of veterans to determine if they may be eligible. Click here for more information. It should be noted that the application review process can be quite lengthy, and LeadingAge NY has been advocating on a State and federal level for a solution. We urge members, as well as veterans and their families, to write their representatives and urge them to find a way to eliminate lengthy delays in processing of Aid and Attendance applications.
