ALP Minimum Wage Survey Due Dec. 29th

In a Dec. 6th email addressed to Medicaid Assisted Living Program (ALP) administrators, the Department of Health (DOH) distributed the materials that ALPs need to report data that will be used to calculate the increase to their minimum wage add-on for the 2023 rate year. The communication included the Dear Administrator Letter (DAL), a Microsoft Excel Template, an Instructions Document, as well as the Attestation Form. The survey requests actual hours through October 2023, which DOH will use to proportionalize up to the entire 2023 calendar year.

Note that while the minimum wage upstate increased from $13.20 to $14.20 for rate year 2023, there was no increase at that time to the minimum wage in downstate areas. Programs that were not impacted by the minimum wage increase at the start of 2023, either because there was no increase in their region or because they were already paying wages above the new minimum, may opt out of completing the full survey. However, DOH requests that all ALPs, even those opting out of the survey, return the form with the identifying information filled out in Section I of the template and the opt-out reason indicated in Section II.

Providers should submit the template and signed attestation form to DOH by email to ALP-RATES@health.ny.gov by the Dec. 29th deadline. Questions on the survey can be addressed to the same email address. DOH indicates that the survey for rate year 2024 will be released at a later date.
