CMS Posts Technical Specs for New Publicly Reported QMs
Four of the measures are short-stay measures (three claims-based and one MDS-based) and two are long-stay measures (both MDS-based).
The six new QMs are:
- Percentage of short-stay residents who were successfully discharged to the community (Claims-based).
- Percentage of short-stay residents who have had an outpatient emergency department visit (Claims-based).
- Percentage of short-stay residents who were rehospitalized after a nursing home admission (Claims-based).
- Percentage of short-stay residents who made improvements in function (MDS-based).
- Percentage of long-stay residents whose ability to move independently worsened (MDS-based).
- Percentage of long-stay residents who received an antianxiety or hypnotic medication (MDS-based). This measure will NOT be included in the 5-Star ratings.

Important note to LeadingAge Quality Metrics and EQUIP users:
LeadingAge New York will update Nursing Home Quality Metrics with the new QMs and facility rates, once CMS releases the data on Nursing Home Compare. Members will receive an email notice of the update when it has been completed.
The three new MDS-based measures are currently being programmed into EQUIP for Quality. EQUIP users will receive an e-mail notice as soon as the update has been completed.
