2014 NH Quality Initiative

The Department of Health (DOH) posted draft 2014 Nursing Home Quality Initiative score sheets on the Health Commerce System (HCS) along with an updated explanation of the methodology and a guide to help interpret the score sheet. The notice with instructions on accessing the materials is copied below. Plase note that scores for some measures are not yet available making it impossible for DOH to assign homes a final score and quintile at this time. DOH is accepting questions on the data at NHQP@health.ny.gov and is requesting providers communicate issues or concerns that they may have with the calculations to DOH by Dec. 2.

DOH is targeting early December for a broader public release of the 2014 NHQI results. While retroactive adjustments to the 2013 Medicaid rate to reflect the 2013 NHQI are expected to be made in December, DOH is still awaiting approval from the Centers for Medicare and Medicaid Services (CMS) for payments associated with the 2014 NHQI.

Because 2013 NHQI scores required reissuance to address problems with the initial calculations, we recommend that members review the score sheets and let DOH as well as LeadingAge NY know if you note errors. We will be communicating our observations to DOH.

Dear Colleague,

The New York State Department of Health is finalizing the results of the 2014 Nursing Home Quality Initiative (NHQI) for public reporting and would like you to review the data submitted by your organization.  Please remember this is not an opportunity to update your data, but to validate that the data reflects what was submitted.

There are two attachments to this letter.  The first attachment describes the methodology for the 2014 NHQI and the second attachment provides instructions on how to interpret your facility’s one-page report.  Your facility's one-page feedback performance report is posted to the Health Commerce System (HCS).  To access this report, follow the instructions below:

1.      Go to the website at https://commerce.health.state.ny.us

2.       At the security screen, enter your HCS ID and password

3.       At the HCS Welcome Page, select "NH Rate Sheets 4/2009-Forward" under the heading "My Applications"

4.       At the Nursing Home Rates screen, select "2014 Nursing Home Quality Initiative  Feedback Results" from the drop-down list under "Nursing Home Rates Selection List"

5.       Identify your facility in the drop-down list under "Nursing Home Selection List", then select "SHOW REPORTS"

      The efficiency measure in the NHQI, Potentially Avoidable Hospitalizations (PAH), is being reviewed internally and is not available for this feedback.  We will share that information with you when it is available.
