LeadingAge Seeking Member Reps. for Payroll Steering Committee
The Centers for Medicare and Medicaid Services (CMS) is actively working to fulfill requirements for electronic payroll-based nursing home staffing data collection. Initially mandated under Health Care Reform, CMS developed a model and completed an initial pilot in 2012-2013, and recently received funding under the Improving Medicare Post-Acute Care Transformation (IMPACT) Act of 2014 to continue toward implementation. LeadingAge has long supported the transition to collection of payroll data as the basis for reporting and calculating accurate staffing in nursing homes. CMS anticipates pilot testing on a voluntary basis in Fiscal Year (FY) 2015, with nationwide reporting by all nursing homes by the end of FY 2016.
There will be several phases to the implementation process:
- assessment of the initial pilot
- solicitation of individuals to participate on a steering committee;
- solicitation of providers to voluntarily participate in a test of the system
- assessment of the system test; and
- roll-out and training coordination.

While complete details are not yet available, it is expected that related travel would be minimal, e.g., while the need for more than one in-person meeting in Baltimore is possible, much of the work will likely be conducted via conference calls, email and webinars.
