HUD Issues TRACS MAT Guide

The U.S. Department of Housing and Urban Development’s (HUD) Monthly Activity Transmission Guide (MAT Guide) for the Tenant Rental Assistance Certification System (TRACS) 202D has been posted on the HUD/TRACS website.

This document provides in-depth information about TRACS version 202D. The new version of TRACS is effective as of Aug.1, 2014. All owner/agents must convert to TRACS version 202D by Jan. 31, 2015. TRACS will not accept transmissions in the 202C format after Jan. 31, 2015.

The MAT Guide is now the sole source of information regarding submission of the certifications (HUD Form 50059 and 50059A) and the HUD voucher (HUD Form 52670). 

While a few of the chapters provide technical resources for software vendors, this document also provides information about when to use various codes, new codes introduced with TRACS version 202D and how to complete new fields on the 50059 and 50059A. 

The MAT Guide also provides documentation explaining new Miscellaneous Accounting Requests including how repayments will be handled using the new 52670 Part 6 OARQ transactions will no longer be used to record repayment agreements.

The MAT Guide includes the language previously found in HH 4350.3 Revision 1, Paragraphs 9-1 through 9-13. With the release of HH 4350.3 R1, Change 4 in August 2013, the "old" Chapter 9 was replaced by the "new" Chapter 9 discussing EIV. The "old" Chapter 9 information needed to be moved to another HUD reference. This is now incorporated as Chapter 7 of the MAT Guide. 

The MAT Guide also includes a list of the messages returned by TRACS version 202D. This includes information about Fatal Error Messages, Discrepancy Error Messages and Informational Messages. 

Other TRACS version 202D references include the TRACS 202D Implementation Schedule and the TRACS version 202D Final Industry Specification.
