House Marks Up HUD 2015 Fiscal Year Funding Bill

The U.S. House of Representatives Appropriations Subcommittee on Transportation, Housing and Urban Development (THUD) marked up its fiscal year 2015 funding bill. The bill funds the Section 202 program at $420 million, $20 million below the President's request. While the bill allocates $70 million for the service coordination program, it is unlikely there will be any additional service-coordinator grants funded next year. In addition, the bill appears to allow funding for the new rental assistance program and senior-preservation contracts, but it is not clear if there will actually be enough funding after PRAC renewals to accommodate these programs. HUD plans to issue a $20 million NOFA in the summer for this program and LeadingAge is working with HUD to determine the potential for new awards in the 2015 FY budget. The House bill funded the Project Based Section 8 account at the President's request of $9.3 billion. However, this is still below the amount necessary to provide 12-month contracts to owners. LeadingAge will also continue to advocate to Washington and New York for full year HAP contract funding.
