Update on Uniform Billing Rate Codes for Home Care

LeadingAge New York, along with other home care associations, continue to meet with the Department of Health (DOH) on the progress in developing uniform billing rate codes for home care. Last week, DOH emailed the managed care plans a draft of the codes and requested feedback by Feb. 22nd.

Uniform billing rate codes for home care has been an ongoing issue for several years. This was a vital component of the HCB Care workgroup recommendations in 2015. This was included in the 2015-16 final budget with implementation set for Jan. 1, 2016. In the summer of 2015, we submitted proposed home care rate codes to DOH and started collaborating with managed care plans on their proposed home care rate codes. Initially, the codes included home care, consumer directed, adult day health and all three 1915 (c) waivers. In the fall we excluded the two waivers that are scheduled to be in managed care in Jan. 2017.

Once DOH receives feedback from the plans in Feb., we are hopeful any revisions can be made quickly and the new codes can be loaded into eMedNY and the plan's billing software.  

We will continue to keep members posted and share the final batch of rate codes when they become available.
