Advanced Home Health Aide Update

LeadingAge NY participated in another meeting scheduled by the Department of Health (DOH) to discuss the mission of the workgroup as it pertains to the tasks, training and supervision of the Advanced Home Health Aide (AHHA). Also in attendance were other home care associations, the State Education Department (SED), the Nurses Association, associations representing individuals with disabilities and AARP.

As we mentioned in our 2015-16 budget analysis, this year's language for the AHHA is similar to last year's. The workgroup, which LeadingAge NY is part of, will be proposing parameters of the AHHAs taks, training and supervision. However, the AHHA regulations will need to be approved by both SED and DOH. 

This meeting primarily focused on the tasks the AHHA may perform as it pertains to medication management and the components/hours for AHHA training. What has been brought forward and not resolved include operational issues such as, payment/reimbursement under new payment models such as, managed care, the new AHHA role in an environment where there is a shortage of aides and nurses and how this be paid for overall. 

DOH did say they would try to schedule another meeting for mid-February. LeadingAge NY will keep members abreast and provide a cross-walk of tasks and training components when it becomes available.
