Additional Information on the Transition of the NHTD/TBI Waivers to Managed Care

Last week, LeadingAge New York and other stakeholders met with the Department of Health (DOH) in regards to transitioning the Nursing Home Transition and Diversion (NHTD) and Traumatic Brain Injury (TBI) waivers into managed care.  

Highlights of the workgroup meeting were:

  • Discussion of DOH's “draft” transition plan to CMS. We have several opportunities to revise the plan before it is submitted to CMS.
  • The areas covered in the 16 page transition plan include the background, access to services, transition timeline, enrollment of existing participants, enrollment after the transition, continuity of care provisions, plan readiness, service planning and delivery, appeals and rights, consumer support, quality assurances, and other administrative roles.
  • A review of a “draft” flow chart for several services outside of the managed care benefit and how they would be utilized under the direction of the Regional Resource Development Center (RRDC).
  • There remains several areas of concern that include, the role of the Service Coordinator, Regional Resource Development Specialist and RRDC, and the Community Integration Counselor to name a few.
  • DOH has invited workgroup members to meet every Wed. in Feb. to try to arrive at a consensus on some of these outstanding issues.

The current timeline includes posting the transition plan for public comment on April 1, 2016. The public will have 30 days to review and submit comments. DOH has stated they will post the public comments and a Frequently Asked Questions document. 

We will continue to keep members posted on the upcoming weekly meetings.
