DOH Plans to Move Forward with CHHA EPS Rebasing

In June, LeadingAge New York and other home care associations met with the Department of Health (DOH) to review and discuss Certified Home Health Agencies (CHHAs) Episodic Payment System (EPS) rebasing. During this meeting we discussed the 2015-16 State’s fiscal plan which reflected $30 million of savings due to EPS rebasing. As we reported, DOH indicated the reduction of 12 percent or $30 million might be the first reduction until full rebasing goes into effect in October 2015. DOH stated they would be seeking approval from the Division of Budget for the full rebasing and after approval was granted, they would issue a Dear Administrator Letter (DAL). After this meeting, LeadingAge NY with other home care associations developed legislation, which was passed by both houses, to keep the rebasing reduction at the amount passed in the final 2015-16 State's fiscal plan.

Last week we were notified by DOH that a DAL on CHHA EPS full rebasing adjustments should be posted within a couple of days.

LeadingAge NY will be discussing this latest development with key stakeholders and engage the Governor’s office. We will keep members posted on when the DAL is released and all the responses.
