Latest on the Transition of Waiver Services to Managed Care

LeadingAge New York continues to meet with the Department of Health (DOH) and other stakeholders on the transitioning of the two 1915(c) waivers, the Traumatic Brain Injury (TBI) and Nursing Home Transition and Diversion (NHTD), to managed care. The last workgroup meeting was held on Nov. 30th.  Forming this workgroup was part of an agreement to delay the transition of the two waivers to Jan. 2017. This workgroup is charged with suggesting strategies for a smooth transition into managed care.

DOH agenda’s included an overview of the work from the four subcommittees and a presentation on peer mentoring from Lindsay Miller, New York Association of Independent Living (NYAIL). It is important to note in the slides the proposed timeline, the new proposal to continue the role of the Regional Resource Development Center (RRDC), and continuing Service Coordination for those who meet nursing home level of care and has been diagnosed with a moderate cognitive impairment.

There will be additional subcommittee meetings scheduled in the coming weeks to continue the discussion on pressing concerns around services, provider qualifications, the role of the RRDC, service coordination and other issues. DOH continues to stress their goal of implemeting this transition as smoothly as possible and the critical role of managed care plans in the design of the transition .
