Funding Available for the Statewide Health Care Facility Transformation Program

The Department of Health (DOH) and the Dormitory Authority of the State of New York (DASNY) have posted a Request for Application (RFA) for the Statewide Health Care Facility Transformation Program. The purpose of the RFA is to provide grants to health care providers that primarily support capital projects but may include non-capital expenses such as debt restructuring for the purpose of strengthening and protecting continued access to health care services in communities throughout New York State and are associated with a merger, consolidation, or significant corporate restructuring activity that is part of an overall transformation plan intended to create a financially sustainable system of care.

A total of up to $195 million is available under this RFA to health care providers that are deemed by the Commissioner to fulfill a health care need for acute inpatient, outpatient, primary, home care, or residential health care services in a community. A minimum of $30 million of this total amount is available for community-based health care providers, which are defined as diagnostic and treatment centers, mental health and alcohol and substance abuse treatment clinics, primary care providers, and home care providers. Please note that a minimum of $30 million of the total amount of $195 million will initially be awarded to community-based health care providers. After $30 million of awards to community-based health care providers are made, awards will be made to all eligible applicants (including community-based providers) until all of the available $195 million funds are exhausted.

DOH anticipates that an applicant webinar will be held in early August. If you are interested in joining the webinar, you can send an email to healthcarefacilitytransformation@health.ny.gov to request a notification when webinar registration is available.

Applications will be accepted until 4 pm on Sept. 16, 2016. The contracts for those who have successfully submitted an application are scheduled to begin in March 2017 and are anticipated to be for five years.
