Assessment Reinvestment Payments and Quality Pool Adjustments Scheduled

The Division of the Budget (DOB) has approved, and eMedNY has processed, two nursing home Medicaid payment adjustments. These include the reinvestment of $140 million in .8 percent assessment payments (commonly referred to as “the 1 percent supplement”) for State Fiscal Year (SFY) 2020-21 and the 2019 Nursing Home Quality Initiative (NHQI) adjustments. The assessment reinvestment funding is distributed proportionally based on Medicaid revenue and includes specialty units and all facilities with a Medicaid rate. The NHQI adjustment can be positive or negative and excludes specialty units and continuing care retirement communities (CCRCs). Any negative NHQI adjustment is netted against a facility’s assessment reinvestment distribution.

The Department of Health (DOH) expects to issue the associated Dear Administrator Letter (DAL) and post the back-up calculations for the adjustments on the DOH website this week. While it is unclear when the final NHQI score sheets will be available, the calculation posting will include each facility’s overall quintile. We will let members know when the back-up figures are posted.
