DOH Posts Quality Pool Preview Score Sheets

The Department of Health (DOH) has posted 2019 Nursing Home Quality Initiative (NHQI) score sheets for provider review on the Health Commerce System (HCS). DOH is asking that nursing homes review the results and notify them of any issues. Please keep in mind that this is not an opportunity to correct or update data that facilities have reported, but rather the chance to review and compare the results to other existing sources such as the Centers for Medicare and Medicaid Services (CMS) Nursing Home Compare, the Payroll-Based Journal (PBJ) system, and the Certification and Survey Provider Enhanced Reports (CASPER) system. The 2019 NHQI scores are largely based on data from the 2018 measurement year.

Access to the preview score sheets is through the Healthcare Financial Data Gateway section of the HCS. Full instructions are in the Dear Administrator Letter (DAL) available here. A DOH document helping providers to interpret their results is available here, and the methodology is described here. The most notable change is that the data source for staffing-related measures in the 2019 NHQI is now PBJ submissions, not cost reports.

DOH is asking that facilities review their score sheets and provide any feedback by May 1st via email to nhqp@health.ny.gov.

Once scores are finalized, each home will be assigned an overall quintile and the results will be made available publicly. Payment adjustments associated with the 2019 NHQI are likely to be made toward the end of the 2020 calendar year.
