New Travel Advisory for the General Public Eliminates Requirements for Domestic Travel

On April 1st, the Department of Health (DOH) issued guidance for the general public lifting quarantine and testing requirements for domestic travelers arriving in New York State. Health care providers and travelers working in health care settings should consult with the Revised Protocols for Personnel in Healthcare and Other Direct Care Settings to Return to Work Following COVID-19 Exposure for relevant requirements. Under the new travel advisory, beginning April 1st, asymptomatic travelers arriving in New York State from other U.S. states and territories are not required to test or quarantine upon arrival in New York. Although not required, quarantine is recommended for travelers who are not fully vaccinated or recently recovered from COVID-19 in the previous three months. In accordance with Centers for Disease Control and Prevention (CDC) recommendations that have since been updated, New York State recommends that such travelers quarantine for seven days with a test three to five days after travel or for 10 days without a test. Symptomatic travelers must immediately self-isolate and contact their local health department.

The new travel advisory continues the previous policy of requiring international travelers arriving in New York State either to quarantine for seven days with a test three to five days after travel or quarantine for the full 10 days without a test. This requirement applies to all international travelers whether they are recovered from a previous COVID-19 infection or are fully vaccinated. In addition, air passengers traveling to the U.S. from another country must follow CDC guidance and present documentation prior to boarding their flight of having recovered from COVID-19 in the previous three months or receiving a negative test result no more than three days prior to the date of travel.

All individuals coming into New York from another U.S. state or territory, or any other country, whether or not such person is a New York resident, are required to complete the New York State Traveler Form upon entering New York unless coming from a contiguous state for routine work purposes or for less than 24 hours.
