DOH Issues DAL Regarding Aide Training Outside of Licensed Service Areas

The Department of Health (DOH) has issued a Dear Administrator Letter (DAL) for Licensed Home Care Services Agencies (LHCSAs), Certified Home Health Agencies (CHHAs), and Hospices that operate a Personal Care Aide Training Program (PCATP), Home Health Aide Training Program (HHATP), or Advanced Home Health Aide Training Program (AHHATP).

The DAL clarifies that a provider may offer an approved training program at a location outside of the approved service area listed on the license or operating certificate of the Sponsoring Agency (LHCSA/CHHA/Hospice). The authorized service area for a provider only pertains to the services it provides, not training programs. Training programs are not listed as a provided service on the license or operating certificate.

Training programs must still comply with all other regulations and corresponding guidelines laid out in the Guide to Operation of a Home Health Aide Training Program, Personal Care Aide Training Program Guide and Advanced HHA Training Program. They require a separate approval process from the licensed or certified entity (LHCSA/CHHA/Hospice).
