Home Care Cost Report Due on Oct. 31st

As part of the Home Care Cost Report Outreach Program, the Department of Health (DOH) and KPMG, LLP will be conducting the next provider outreach session on Wed., Oct. 28th at 3 p.m. The report is due this Saturday, Oct. 31, 2020.

The Home Care Cost Report replaces the Personal Care Provider Cost Report and the non-hospital-based Certified Home Health Agency (CHHA) Cost Report. While for CHHAs the report will streamline some of the current cost reporting requirements, this will mark the first time that fiscal intermediary (FI) and licensed home care services agency (LHCSA) providers will be required to submit comprehensive cost reports and will markedly increase State insight into the financial condition of these providers.

For some providers, the information being collected will be used to set the reimbursement rates effective Jan. 1, 2021. Please note that the rate methodology has not been changed from the previous CHHA and Personal Care Provider Cost Reports. 

For providers inquiring about the applicability of the Home Care Cost Report to their agency, please see below for examples of scenarios where the Home Care Cost Report would not be required.

  • Assisted Living Program (ALP)-only agencies – ALP LHCSAs serving the community must complete the report
  • Private pay-only agencies
  • Hospital-based CHHAs or LHCSAs
  • Private duty nursing-only agencies
  • Agencies receiving no Medicaid reimbursement (through fee-for-service (FFS) or Managed Long Term Care (MLTC))
  • LHCSAs who contract with CHHAs and provide no other Home Care services
  • CHHAs who provide ONLY Hospice services
  • Program of All-Inclusive Care for the Elderly (PACE)-only facilities
  • Nursing Home Transition and Diversion (NHTD) and Traumatic Brain Injury (TBI) program-only facilities
