Oppose Proposed Cuts to Home and Community-Based Services

Since the beginning of the COVID-19 Public Health Emergency (PHE) in March of 2020, home and community-based services (HCBS) and long-term care (LTC) providers have faced numerous operational and regulatory challenges around testing, patient protective equipment (PPE), staffing, and more. These regulatory and logistical challenges have been accompanied by significant financial burdens, including added costs and cuts to Medicaid enacted at the height of the pandemic-when many of these providers were already financially stressed before COVID-19 appeared in NY.

Unfortunately, the Executive Budget Proposal neglects to acknowledge the severe financial and operational challenges of LTC providers. In fact, the proposal outlines several cuts to Medicaid that would negatively impact HCBS providers and the vulnerable populations they serve. The state’s financial difficulties cannot be fixed by cutting the very providers who are on the front lines every single day, fighting this pandemic and protecting New York’s seniors.
