Oppose Proposed Cuts to ACF/AL Providers

Since the beginning of the COVID-19 Public Health Emergency (PHE) in March of 2020, Assisted Living (AL) and Adult Care Facilities (ACFs) have faced numerous operational and regulatory challenges around testing, patient protective equipment (PPE), staffing, and more. These regulatory and logistical challenges have been accompanied by significant financial burdens, including added costs and cuts to Medicaid enacted at the height of the pandemic-when many of these providers were already financially stressed before COVID-19 appeared in NY.

It was shocking, therefore, to see that the Executive Budget eliminates or cuts funding for ACF/AL providers, rather than providing financial relief for the countless unbudgeted costs of this pandemic. ACF/AL providers that serve low-income seniors are particularly vulnerable, financially. The historic underinvestment in long term care and aging services created a precarious situation that predates the pandemic. For some, the extraordinary added costs related to COVID-19 will be the deciding factor in whether they can continue to afford to operate, absent financial relief.

The state’s financial difficulties cannot be fixed by cutting the very providers who are on the front lines every single day, fighting this pandemic and protecting New York’s seniors.
