2015 LTHHCP Expenditure Caps

The Department of Health (DOH) posted a General Information System (GIS) message on Fri., April 17, which details the 2015 Long Term Home Health Care Program (LTHHCP) participant maximum allowable monthly expenditure caps per county, including New York City. Included in the GIS is a table outlining the amounts per county.

The LTHHCP expenditure caps are based upon the January 1992 average Medicaid reimbursement rates for nursing facilities in a county trended forward to the current year. Please note, as with last year's GIS announcement due to the elimination of the trend factor in 2015, the participant expenditure caps have not changed from the maximum allowed in 2014. The table outlining the amount per county includes, like last year, the break-down of  the Level of Care (LOC) score of 15+ on the UAS-NY as being equivalent to a DSM-1 score of 180+ and a LOC score of 5-14 on the UAS-NY as equivalent to DSM-1 score of 60-179.

If you have any questions about the GIS expenditure caps, contact Russ Smith at 518-474-4421 or questions about the LTHHCP, please contact Vicki Rockefeller at 518-474-5271.
