LeadingAge NY Analysis of the Final 2016 HHPPS Rule for Home Care

LeadingAge New York has completed our final analysis of the calendar year (CY) 2016 Home Health Prospective Payment System (HH PPS) Final Rule issued by Centers for Medicare and Medicaid Services (CMS) and posted in the Federal Register on Nov. 5, 2015.  The Final Rule is consitent with the Proposed Rule CMS issued in August.

For CY 2016, total HH PPS payments will decline by 1.4 percent or $260 million nationwide; this is a slightly lower reduction than the 1.8 percent (estimated total of $350 million) originally announced in the proposed version of the Rule.  Our analysis includes details on the variables of the payment calculations, along with important programmatic and payment policy revisions. Of note, CMS revised the maximum payment reduction of the Home Health Value-Based Purchasing (HHVBP) Model during the first year 5 percent to 3 percent.  Please refer to the LeadingAge NY analysis for complete details.
