Changes to OMIG Audit Protocols for CHHAs

On Sept. 2, LeadingAge New York participated in a call with the New York State Office of the Medicaid Inspector General (OMIG) to discuss proposed revisions to the Certified Home Health Agency (CHHA) audit protocol # 19 on page 10. Later that night, the protocols were posted. Some of the suggestions that were made are reflected in the revised document. As a reminder, the audit protocols are for service dates prior to Dec. 31, 2010.

Please note the revisions to the second and third paragraphs of audit protocol #19:

  • In the second paragraph, OMIG changed supervisory visits to on-site visits when the patient is receiving skilled services, adding the home health aide does not need to be present at the on-site visit and the timeframe from 14 days to two weeks. OMIG stressed the change was to clarify the documentation was for supervision of the case and not the aide.
  • In the third paragraph, there are several changes for when the patient is not receiving skilled services. Language has been added to include that the Registered Nurse must make a supervisory visit every 60 days while the home health aide is providing patient care. There still could be exceptions made, but OMIG did remove the language on exceptions.
